Default Sites offering flights before airline has released seats?

In my search for flights for next year i have noticed a couple of things. First some of the sites like skyscanner and kayak are using prices from some companies that dont seem to be ABTA or ATOL bonded. This seems risky for anyone booking tickets with said companies.
More confusing is that both afore mentioned sites and opodo seem to be offering Aer Lingus flights for dates which Aer Lingus themselves say they havent released. I went all the way through a dummy booking and not once did it try to stop me and tell me these flights arent released yet. What is the deal here? Are these sites selling the seats now in the gamble that their prices will be more expensive than Aer Lingus direct when they release them? Should they be doing this - selling flights not yet for sale?

That's what virgin holidays and travel city direct must bank on.... We booked our package including flights 18 months in advance , way before the flights were available ????? I wouldn't book with a non- bonded airline though
